Evaluating the Bay Area's Maritime Emergency Preparedness and Security in Response to the Threat of a
Complex Coordinated Terrorist Attack (CCTA)
CCTAs are acts of terrorism that involve synchronized and independent team(s) that attack multiple locations, either sequentially or in close succession, initiated with little or no warning, and employing one or more weapon systems: firearms, explosives, fire as a weapon, and other nontraditional attack methodologies including the use of weapons of mass destruction that are intended to result in large numbers of casualties, spread fear and cause economic disruption. If such an attack were to occur in the maritime environment it will present significant challenges to a prompt and efficient response.
This is the fifth in a series of regional maritime emergency preparedness and security exercises sponsored by the Golden Gate Bridge and Transportation District. The Bay Ferry V exercise series will bring together commuter ferry and other large passenger vessels operators that ply the waters of the San Francisco Bay along with local, state and federal first responder agencies, emergency managers and other stakeholders to evaluate the region's ability to respond to a maritime CCTA.
Incorporating many multiple disciplines and first responder agencies, the exercise will contribute to ongoing CCTA planning efforts, mitigation measures, response and recovery if an attack were to occur by bolstering better coordination between commuter ferry and large vessel operators, local, state, and federal agencies regardless of nature of the CCTA or its impacts.
The Bay Ferry V exercise will also identify areas of maritime emergency preparedness and security strengths and those requiring additional improvements so the region can then prioritize how best to allocate funds for additional CCTA planning, the purchase of needed equipment and/or training as well as validate the wisdom of our past investments.
